Hanoi accelerates strategic infrastructure development to unlock growth resources and momentum

Under the direct and decisive leadership of the Hanoi Party Secretary, the entire political system has adopted a more action-oriented and results-focused working style since November 2025.

On December 29, Hanoi Party Vice Secretary and Chairman of the Hanoi People's Committee Vu Dai Thang said that since November 2025, the working style of the city's entire political system has shifted strongly toward "Action – Responsibility – Effectiveness."

Residents and businesses have clearly felt this renewed development momentum through concrete actions, he said at the 2025 review and 2026 task deployment conference.

According to Thang, 2025 marked a special year as Hanoi carried out the administrative streamlining reform and implemented the two-tier local government model.

With strong determination, the city completed all 24 socio-economic targets. Economic growth exceeded 8%, budget revenue surpassed estimates and foreign investment, exports and tourism all recorded strong growth.

Many key projects were launched or completed and Hanoi led the country in both the Digital Transformation Index and the Innovation Index.

He stressed that under the direct and decisive leadership of the Hanoi Party Secretary, the entire political system has adopted a more action-oriented and results-focused working style since November 2025.

First, Hanoi moved decisively to address five major bottlenecks identified by Party General Secretary To Lam at the 18th Hanoi Party Congress. These included flooding, traffic congestion, urban order, water pollution and food safety.

In November and December, the Hanoi People's Committee submitted special mechanisms to the Hanoi People's Council to advance centralized wastewater treatment projects and issued implementation plans.

Clear progress also appeared in urban order, traffic management and sidewalk management after the city applied smart traffic management and coordination technology across Hanoi.

Second, Hanoi accelerated major infrastructure projects. Working with a "day-and-night" mindset, the city made breakthroughs on key projects, including Ring Road 1, especially the long-standing Hoang Cau–Voi Phuc bottleneck, where site clearance was completed in record time to allow simultaneous construction.

Other major projects, such as the National Exhibition and Fair Center, Ngoc Hoi Bridge, Van Phuc Bridge and the Red River Landscape Boulevard planning have gradually taken shape.

Hanoi also pioneered the implementation of National Assembly Resolution 258, which allows pilot mechanisms for major projects. These mechanisms aim to unlock social investment resources and shape a modern, civilized urban landscape.

Alongside achievements, Chairman Thang acknowledged ongoing challenges, including environmental pollution, flooding and rising housing prices.

He also pointed out that some officials still avoid responsibility, causing delays in newly merged localities. The city has yet to show clear results in building a new growth model driven by science, technology, innovation and digital transformation.

Thang urged leaders of departments, agencies and ward- and commune-level administrations to seriously absorb feedback and immediately develop specific corrective plans, without allowing issues to persist.

He asked city agencies and localities to urgently review, finalize, issue and implement 2026 action plans and work programs linked to seven strategic resolutions and the resolution of five key bottlenecks.

Looking ahead, Hanoi targets GRDP growth of at least 11% in 2026. "This target is challenging but achievable if we maintain the action-oriented spirit shown over the past two months," Thang said.

To reach this goal, the city identified three priority task groups.

First, Hanoi will implement Politburo Resolution 57 on science, technology and digital transformation in a decisive manner, as this task plays a critical role in improving governance quality.

The city will develop the iHanoi app into a real-time communication channel between authorities and residents, ensuring timely processing and responses.

Hanoi will also build a shared data system and operate the Intelligent Operations Center in a practical and effective way.

Second, Hanoi will complete strategic infrastructure and unlock development resources.

The city will finalize ring roads, resolve gateway traffic bottlenecks and start construction of Ring Road 5 in the fourth quarter of 2026.

Authorities will also push forward key projects launched during the 80th anniversary of the August Revolution and December 19, 2025, especially the Red River Landscape Boulevard and the Olympic Sports Urban Area.

Hanoi will further develop digital and data infrastructure linked with the innovation ecosystem, accelerate development of the Hoa Lac Hi-Tech Park, complete site clearance for 460 hectares and operate the Hanoi Innovation Center and the Hanoi Technology Exchange effectively.

Third, Hanoi will build a strong, responsible and action-oriented cadre contingent guided by the principle: "Hanoi says what it does, acts fast, acts right, acts effectively and acts to the end."

The city will strengthen decentralization with clear accountability, inspection and supervision and replace officials who hinder progress.

Thang also noted that the coming period includes New Year, Lunar New Year and the 19th National Party Congress.

He urged all levels to ensure adequate care for residents, stable supply of essential goods, festive decoration and joyful celebrations, so that every household can enjoy Tet (Lunar New Year), especially policy beneficiaries and vulnerable groups.

He asked agencies and localities to complete 2025 reviews in a practical and cost-effective manner and quickly return to work after the holiday with renewed determination and momentum.

The Chairman also required agencies and localities to ensure absolute safety for political events and public recreational areas.
